The Transparency panel is opened through the main upper toolbar under 'Tools > Transparency'.

Models

Set a 'Transparent Models' value and press the 'Transparent Models' button to apply transparency.

Point Clouds

Adjust the 'Alpha Max' and 'Alpha Min' sliders until you achieve your desired transparency.
